Sure they're accessible; they are just Xfinity open networks which you find through your wireless network connections.

Be advised, don't use them to conduct any transactions on financial sites or sites where you need to log-in with a password you don't want people to know about, unless you have a VPN installed on your computer. These "hot spots" are just completely open-access, so anybody nearby can "sniff" the information you send back and forth through this connection.
