I had a similar problem with J2018.1802. I was staying with my parents, and my mom's computer crashed. It is a windows 7 64-bit machine. After reinstalling windows 7, when I tried to load the latest version of JAWS 2018, nothing happened. I thought at first that maybe there were win 7 files missing, but I was able to load the latest version of JAWS 18 with no trouble. Then I loaded the latest version of JAWS 2018, and it worked. Very curious!
