Lenny, I also have Windows 7 and JAWS 2018, and these two commands are working in IE here. However, I've noticed that lately control-up/down arrow sometimes don't move by paragraph in IE. This behavior is erratic, and because I'm forced to switch between versions of JAWS so often, I can't be sure about any consistency. I do think that rebooting solves the problem for a while.
