Then this is the cause, your Office edition. Outlook is available starting from Home and Small Business edition, but not Home and Student. Although its not so common, you can purchase or download Outlook (and any Office program separately), but you will not have some functionalities compared to Outlook built into the suite.

If you don’t have Outlook, either you decided to make it unavailable during installation, or you have an Office 2013 edition which doesn't have Outlook.
