So, not exactly helpful for this list, but I ran NVDA with the VLC add-on.
At the suggestion of someone else, instead of using the native VLC
keystroke, I used the one provided by the add-on to read the status line,
which is independent of the relevant VlC keystroke. I'm guessing this won't
work in fullscreen mode, which is usually the preferred method of video
watching for sighted people at least, because I think it removes all
"extraneous" information to the video content. Anyway, jumping with
ctrl-left and right also announces elapsed time using this combination. It
would be very nice if someone did something similar for jAWS.

 

Unfortunately, none of my efforts to read the status line with JAWS 18 have
been successful. In fact, using the touch cursor in VLC appears to make JAWS
laggy and unresponsive, on my end, and I'm guessing the mouse pointer cannot
go there, so the JAWS cursor is completely useless.
