Open the Ease of Access Center Control Panel by pressing the Windows and the U keys together. Press Enter on the "Make the Keyboard easier to use" link. Check "Turn on Sticky Keys" and press the Save button.
I had the opposite problem this week, Vista was turning on Sticky and Filter keys by itself. This was incredibly anoying and JAWS could not even read back numbers correctly. I had to disable the PowerDVD startup program that Dell provided with my new laptop.
