I don't know what programme this was. A lot of these types of cleaners *do* mess with the registry. I'd trust myself to mess with that more than I would some programme that has no idea about my settings, what I installed and why or anything.
I used to have some luck though with a programme called Revo Uninstaller. This was back on XP. I read somewhere that the programme is still around, but is no longer quite as accessible to screen-readers.
