Hi,

This is the icon of the Windows Defender Security Center. Besides the
Antivirus component, this new app gives recommendations on performance and
security settings in general, as well as for missing drivers.
Unless you don't have another antivirus than Windows Defender,
recommendations of this app are not very useful. They are about things you
can configure in Settings and Control Panel or for Store/UWP apps.
The options you describe are not recommended actions, but the context menu
of this icon. To see the report of which areas have recommended actions to
apply, ignore or learn more about them, simulate a left double click on the
icon and use the Touch Cursor.
