marilyn, I believe that you are refering to the following sentence, "Note: your download is limited to a max of 50KB/s." This is refering to the maximum transfer rate that you will get not the maximum size of file that can be downloaded. So, there is no issue with you not having an account and downloading this file other than the time in which it will take.
