Hi Andrew,

You don't need to convert the file to the OGG format, as GoldWave will merge 
and convert it for you automatically while it's merging it.

It's really simple and I've outlined the steps below.

in the GoldWave tools menu, you'll find a choice titled File Merger...

Hit Enter on that and a dialog box will open up.

Once the dialog box opens up, you'll land on a list view with nothing in it. 
This is the list of files you want to merge.  Tab to the button titled Add 
and press the spacebar.  This will open up a dialog box, similar to the save 
As dialog box.  Navigate to the first file you want to merge and press 
enter.  You will be returned back to the add button, so press the spacebar 
again and retrieve the second file you want to merge.

*please note that the order of the file you select will decide the order in 
which the files are merged.  They will not merge in alphabetical order, so 
please choose carefully.  Part one should be selected first, and part two 
selected second.

Once you've gotten the two files, tab down to the sampling rate, and set it 
to what ever you prefer.

Once you've set the sampling rate, tab down to the merge button and press 
the spacebar.

Once you do that, a save sound as dialog box will open up.  At this point, 
you'll land on the filename edit field, so type in the name of the file as 
you want it.

Tab to the next field to tell GoldWave what format you want the file to be 
saved as.  You should have the option to save it as an OGG file, so arrow 
down to the choice.  Once you've selected the choice you want, tab over to 
the frequency and sampling rate you wish to save the file as, and select it. 
Once done, tab over to the list of files and choose where you want the file 
saved.

Once you've done this, simply tab over to the save button and press the 
spacebar.  It will let you know when it's done, at which point, you'll be 
able to go into where you saved the file and find it there merged.
