This is a problem with Windows Mail that I had hoped Microsoft would have fixed with the first service pack. Someone else may have a better Idea, but I had to search through Documents and Settings until I found the Outbox folder and delete it. Make sure you don't have anything else in the Outbox that you want to keep. Windows will create a new Outbox folder and you can start over fresh.
