Use them in conjunction with other keys and then they will speak.  Also 
explain that they are used as modifier keys, that is, keys that on their own 
or in conjunction with other keys initiate general commands independently of 
JAWS, which is why these keys won't speak nor do anything in JAWS Keyboard 
Help.  They will need to understand windows keyboard commands, too.

I volunteer teach JAWS to other visually impaired people who are older and
the state will not pay for their training.

I like to start them out by going through the keyboard help.  It is very
difficult to teach the keyboard when some of the major keys will not
announce what they are.  Shift, control, windows or start menu, alt key and
the insert key.

Is there any way I can get these keys to speak when in keyboard help?
