Afraid this is looking more like a JAWS9 issue with Word 2000 and lower. 
The prompt to save as normal checkbox should be, as you have it, unchecked. 
You may need to delete normal.dot, which may have become corrupted.  Word 
will replace it the next time you open.

Here's a bit more I copied after trying to close Word..
Microsoft Word

After pressing the ok button which I had no choice but to do this is what I
get..
Save As
Save in: Templates Tools
~$Normal.dot
Normal.dot
ROGERS J&G 2007 TITHES.dotHistory test again.dot
test.dot
My Documents
Desktop
Favorites
File name: Normal.dot SaveMy Network
Places Save as type: Document Template (*.dot) Cancel

Also, I looked in Tools/Options of Word and under the save as page, should
the Normal box be checked? Because right after that is, recovery save combo
box and 10 minutes is listed. I do not have the Normal box checked as I
wanted to provide as much info here as I could..
One other thing I looked in Documents/Settings on my hard drive and noticed
it saying,  in the templates folder...WinWord2.document and
WinWord.document.
