It's Windows Mail, but is very like Outlook Express, with some additional
features.

Hello Estelita,
The CTRL-Shift-C should bring up Windows Contacts. However, in some
cases the keystroke gets applied to other things. For example, when I
press Shift-CTRL-C from within Windows Mail, HP Health Check appears.
You can get to the Windows Contacts choice by going into the tools menu,
using down arrow until the choice is found, and then pressing enter.
Here are a couple suggestions:
1. When creating a new message you can bring up tools menu using Alt-T
and use down arrow key to the "select recipients" choice. Press the
enter key on that choice. You can use the resultant dialog box to select
the names that should appear in the various headers of the message.
Select names from the list and use tab key to move to the "to", "cc" or
"bcc" buttons and press spacebar. use shift-tab to move back to the list
of contacts and choose others if you need to and use tab key back to the
appropriate buttons and depress the button you want by using spacebar.
When finished placing names in the appropriate headers use tab key to
move to the "OK" button and press enter. You will be returned to the
header of the message that was active before you brought up the "select
recipients" choice and the names you chose should appear in the
appropriate headers.
2. What I have done is set a shortcut key of ALT-CTRL-C for bringing up
Windows Contacts from anywhere on my system including when in Windows
Mail. When I want to create a new message I just press Alt-CTRL-C to
bring Windows Contacts into focus, and then I use regular keyboard
selecting commands to select the names I want in the message. When
selecting is finished, I use the applications key and then use down arrow
to the "actions" menu. The first choice in the "actions" menu is "Send
Email." Pressing the enter key on that choice starts a new Email message
with the names I selected in the "To" field.
These are just a couple suggestions. If you need further clarification

I tried pressing Ctrl+shift+c to open it, but when I press up or down
arrow to read the names, JAWS stopped talking.
