I think these steps may help you.
1, open MSOutlook;
2, alt+t=tools;
3, arrow up/down until you hear; "trust center...s", press enter;
4, now tab, until you hear, "Don't download pictures automatically in HTML
e-mail messages or RSS itemsE-mail",
if the box is checked, uncheck with spacebar, now, tab ok. enter.

I'm using Office 2007, and find it works well with JAWS 9
I've only had JAWS 10 on my computer for one day yet, but it has solved
one problem I've had in Access.
I'm very happy with it, but if 2003 is working well for you, I don't see
a great advantage in spending the money to upgrade.
I can't speak to the security issue.
