Dallas, the default for activating a button within HTML is the space bar. Probably there is some other field highlighted, so JAWS will activate the highlighted button or link when the Enter key is pressed.
To change this convention probably would be difficult or fraught with trouble. I almost use the space bar to activate links or buttons.
