Not exactly. There is actually a way to hack into the registry to change
the default Sam voice in XP Narrator to a different Sapi 5 voice. It sounds
kind of risky, but you can check out the details at the following web site

But I have frequently changed my Narrator voice to Scansoft's Daniel, and
use it as the default voice.
I'm a bit confused with your statement that you can't change the voice

Narrator like you can Jaws.
Are you referring to the say all voice, or some other function of Jaws
