Hi Victor, I had the main window open and then tried turning on the play list editor to no avail. The crazy thing is it works great on my identically configured laptop

The reason being that if you are anywhere besides those two windows, the left and right arrow keys won't do their function. In fact, if you happen to be in the Winamp equalizer window, the left and right arrow keys function as the balance control, with the left arrow panning to the left and the right arrow panning to the right. In any case, try cycling through the windows with control+tab, and making sure you land on the main window, at that point, try the fast forward and rewind command. Hope this helps. Oh, by the way, if your Winamp main window is in fact not opened, you can open it with the keystroke of alt+W. A faster way to check what windows are actually open with Winamp is to press the keystroke of shift+Jaws key+W, and Jaws will list the open windows Winamp currently has open during that session.
