I think you are looking for the "Ease of Access Center" control panel. A
shortcut for this control panel is holding down the Windows key and
pressing the u key.

Yeah, I pressed enter, I couldn't find Classic View either.
Don't worry, it might be different set up as I'm using Windows Vista,

I want to go to control panel accessibility option.
I pressed start menu, then S for settings, pressed enter and pressed C
for control panel.
I pressed down arrow, tab or control tab, but couldn't find the control
panel accessibility options.

I am not sure what you are asking about that option. One idea I have,
to go through the different boxes in there is to press tab, and to
bounce to the different tabs press Ctrl Tab.
