If you have the first one under jaws options turned off, turn it on and see
if it helps. I believe it is called turn hedders announcement on and off. I
had this one turned off and it worked for me. I was having the same problem
as you describe. Insert V and then the very first option.

Subject: [JAWS-Users] Jaws not reading messages automatically
I am using Outlook Express as my mail server.
When I access my mail after a reboot or turning the computer on and go to
my mail and open a message Jaws will not read automatically. To have Jaws
read the message I must use the insert and v to access the verbosity
settings and choose the read messages automatically on. I then close and
I get the message settings have been saved. This choice will only last
until I reboot or turn the computer off and find Jaws has reverted to the
off selection rather than maintaining the choice I made.
My question is there someplace else that I must make a choice to make it
permanent? I am using the latest update of Jaws.
Any help would be appreciated
