Look for the User Access Control option and set it to a different level, there should be details about each level in there. Not in front of a Vista computer at the moment so I can't give you more details.

Looks like your friend is experiencing the User Access COntrol (UAC)
dialogs.  He can modify this behaviour under Control Panel > User
Accounts > His User Account
