In Internet explorer, go to help menu about. that will tell you version.
Leave both services packs in or it will cause even more problems. use windows update and see if you can get all the updates you can without starting sp3. Then once that is over try sp3 again, and get it from the Microsoft update page. Third party web pages may not have the updated version witch would cause problems on install.

Question #2. I noticed in the Add And Remove Programs section of my Control Panel, I have Service Pack 1 and also Service Pack 2. Should I uninstall Service Pack 1, or is it okay to leave it? I have tried several times to install Service Pack 3, but for some reason it gets about 60% finished, and I get an error message saying that it cannot be installed. I'm wondering if having both 1 and 2
on my computer might be causing some problem.
