You do not mention which browser you are using. One of the main reasons I do not use FireFox is that the insert F5 command will only work once on a page. After that the browser page refreshes every time you press insert F5. This is nothing to do with a faulty insert key or keyboard technique as results in Internet Explorer is entirely normal. The same problem is also replicated on my laptop. This problem has persisted through the last 2 versions of FireFox with both Jaws 8 and Jaws 10.
