F9 is also send receive  and I use that as I can just reach with my left
hand and hit f9 and still read messages.

In Outlook, send & receive is Control M.

To check bcc, while in the message text, hit control tab; that will take you
to any links in the message, and eventually to the subject line; keep
hitting control tab; if there is a bcc field, JAWS will announce it and then
you can check to see who is on the BCC line.

No that doesn't work in Outlook - bcc is not there and it says headers
unavailable.
I vaguely recall it being slightly more complicated  than that  as most
things seem to be with Outlook.
