Yes, the script's built into JAWS 9 and above, and you just simulate a left
mouse click when the balloon appears. This will work regardless of where the
JAWS cursor is.

I have a jaws script question for a friend.

this script will make it possible to click help balloons wit one keystroke
in versions of jaws prior to jaws nine. would I be correct in assuming
that, jaws9/jaws10 has the script already built in to the program?
if so, does one need to assign a keystroke to the script?
