If you want Flash always on particular Web pages, you can set that 
'permanently' when on a particular page in personalized options / 
Shift/JAWSkey-v - which then opens that dialogue.  If you've set no 
personalized options for that page, they are 'cleared'.  If you have made 
and saved changes, they are 'set'.  They operate much the same as the 
'verbosity' insert-v options, except that they stay when you close Internet 
Explorer or Web browser and are there when you return to the page any while 
later.  .

If you want flash on or off permanently you have to check or uncheck flash 
in jaws configuration manager under settings and html options and look for 
the misc tab. If you want to temporarily set this option on a web page you 
can use inser v and tap the letter f until you here flash and hit the 
spacebar to toggle flash to on/off and then hit enter.
