I posted a query on how to do this and Brian Lee suggested a way to do this. However, there is an easier way.
In Microsoft Word - I use Office 2003 - go to the layout page and click on borders. The first thing you see is "none". When you press the tab key you will hear "single solid line". Press the tab key until you hear "horizontal line ..." and press the enter key. Then press the tab key and when you get to the okay button, hit the enter key and you are done.
