Probably not.  The Windows Mail interface, as I understand it, is not the 
same as that for Outlook Express.

I have never used Windows Mail and so I couldn't say one way or the other if

Do these steps work pretty much the same way in Windows Mail?

I use Outlook, but I know someone who is having a hard time setting up
folder rules in Windows Mail.
