In both Outlook 2000, and Outlook Express 6,
the message must be sent as html.
While in the body of the message, go to the format menu, and arrow to
html,
and press enter.
Now, when you go to the insert menu, the picture option will be available.

Not sure about Outlook 2000, but in Outlook Express 2003, here are the
steps.
1. Go under the insert tab on the menu bar.
2. Arrow down to picture. Hit enter.
3. It will bring up a normal dialog box where you can tab over to browse
and
then find the picture you want to insert.
4. Hit enter and then send your email as normal.

Just press the alt key and arrow to the Insert menu. Arrow down until you
find the option that says Picture. Press enter and you will have a
dialogue
box you can tab through to do this.
