It sounds similar to lilypond which is like latex 

for music.

Just a side note on this topic of computer based music notation, a 

blind person from the Linux community has developed a program called 

freedots which converts musicxml notation format to braille music.

It's written in java so it should run on most systems. I think you can 

download a windows installer also. You can test it with one of the 

musicxml scores from project gutenberg.
