If you want to create individual podcasts, you can upload them to Blind
Cool Tech.

You can upload to that site easily, and the podcasts should be posted to
the feed relatively quickly, depending upon how busy the feed
maintainer is.
If you want to create a podcast feed and are looking for an accessible
site to upload and a way to maintain your feed, that is a whole other
kettle of fish and can be quite an involved process.
However, for individual podcasts, blind Cool Tech is probably the
easiest and most worry-free method that I am aware of.
