I am not sure that the Active desktop is either recommended or accessible to Jaws which is why you are probably not getting much response! I think the active desktop renders a web page as a graphics based background wallpaper.
I do not know what the situation is on Vista but you may get a clue from the Windows XP instructions. In XP go to Display under Control Panel. Press control tab until you are on the Desktop tab. Tab down to the customise button. Now in the dialogue box that opens press control tab again until you get to the web tab. Tabbing around here lets you set up a web page to use as your active desktop. I suspect that this may be similar in Vista. As I say I am not at all sure that Jaws will read any of the active desktop for you as it will normally only provide echo on the desktop icons. You may also have to use the hide all icons command to make any sense of an active desktop. Given all that is the result is the contents of a web page that you can just put on a shortcut anyway I am not sure it is worth all the effort. If you have enough sight to read all this visually then it may be worthwhile.
