I found that out its a Skype add on and it will not work on IE8 but I did
disable it.

That depends on the add-on. Some can be removed in manage add-ons after
disabled and some will show in the add and remove programs.

Click on tools, then options, then right-arrow to the programs or manage
programs tab, then manage add-ons.
