Do an alt t for tools and then the letter s for trust center.
You will have 3 options there. The first being automatic downloads. The
language is a little confusing, but you want, don't automatically download
pictures to be unchecked.
Tab to OK.

Hi Listers
When I read emails sometimes JAWS give me a message to say that outlook
hasn't downloaded pictures in this email, or something to that affect. Is
there a way to turn this message off? I'm running Outlook 2007.
