Presumably you have tried rebooting the computer? If this persists after a
reboot you could try toggling the screen echo settings to see if that makes
a change. You can toggle these by  pressing insert plus S. the options are
highlighted, all and none. You should be on highlighted normally and not
all. In some situations I have found that setting screen echo to none will
work in some applications. Oddly in some instances of Outlook for example
setting screen echo to none  solves these sorts of problems. The odd thing
is that even with echo set to none highlighted menu items would still be
read, they would just not be read repeatedly. 
I have no idea why this happens but it is worth experimenting..
