i suggest you do a fresh install of JAWS11, if you updated all the way
through the betas up through the main release. Example of something?:
many users have found that the Merge utility didn't work, because they
have been updating and upgrading through the beta cycle. I instead
freshly installed JAWS11 (from the CD, but this should also work with
the Web download now) and was able to successfully merge scripts from
JAWS10 into JAWS11. (that JAWS10 was in its turn freshly installed
after the release of the full version of JAWS10.)

with jaws 11 but it works with 10 and used to work in the early betas
of 11.
