Ok it's alt+t for tools, s to open the account settings dialogue box.
Tab to account actions button and activate it. Now use the down arrow to
interact with the strange context menu, which JAWS doesn't even call a
menu. Anyway, down arrow to add new mail account and press enter. Follow
the instructions that appears. Hope this helps.
