Ok, I personally set the theme to Windows Classic. Here is how you do
this. Note this is from memory.
1. Right click the desktop, and choose personalize. Make sure nothing is
selected first with ctrl+space.
2. Using all four of you arrow keys, find Windows Classic in the theme
gallery, and press enter. Windows 7 will play the sound when you log on,
indicating the theme was changed successfully.
3. Close out Personzliation.

What edition of Windows 7 are you using? If you are using Starter, you need
to do it through Display, otherwise you do it through Personalization.

I ask because I just don't like all the graphical intense user
interface and life is lot easier with non graphical text based
classic interfaces while using Jaws. Besides Microsoft likes to
thrust all these changes with each new version of the OS that are
more and more geared towards the sighted user.
