At the run prompt, type cmd and enter. You're there.
remember cd for change directory? Exit to return to windows.

The Run on the Start menu is not the same as the command prompt. It
is just a dialog box provided by the operating system for the user
to manually start (hence "Run") a program. This happens when the
program is either in the System Root directory (such as
C:\windows\System32 on Windows XP) or when you know the physical
path to the program, file or any other resource.
The command prompt is one of the programs in the System32
directory. So to open it, you can use either this Run dialog box or
better still, on Windows XP go to Start -> All Programs ->
Accessories and arrow down to Command Prompt.
Run is just a faster way of opening it if you don't want to get
into all this maze of menus and submenus. If you are like myself
and you constantly use the command prompt, just pin it to the start
menu, or even just allocate a hot key to it from its Properties Tab.
