I believe I've now solved the problem.
I had 'tethered' JAWS to PC with ctrl+insert+numpadminus and then saved that value by pressing the keys twice quickly, SUCH THAT jaws CURSOR 'WILL FOLLOW' THE pc CURSOR, because I was having Save Target As problems in Internet Explorer. Changing it to 'will not follow' the PC cursor and saving that, by pressing the keys twice quickly, has apparently fixed the issue.

I'm using XP Home, SP3, IE8, office XP, K1000 version 12, Adobe Reader 9
latest, JAWS11 (latest).  Doesn't happen with
previous versions of JAWS. Whenever I hit a submenu by arrowing to it,
I'm being put into the submenu whether I want to be there or not.  An
example:  In
Outlook Express 6, when I press alt-v I get to the Current Vews submenu.
If I up or down-arrow I should be on either Refresh, F5 or the Sort-By
submenu respectively. With JAWS11 when I up- or down-arrow from here I remain in the Current Views submenu - View messages by Conversation, etc.
This also happens with the JAWS context menus, and even the JAWS menus
when I put JAWS on the taskbar instead of the system Tray.  I tried
changing Window parameters but that didn't change it.

The thing is that, if I completely uninstall JAWS11 and then reinstall
it, no merge with previous version, it's ok again - for a while. (I've
done this two or three times already.)  Even when I merge Duxbury
scripts, which I need to do, it's still ok.  The latest incidence
happened for no good reason I can fathom, except perhaps when updating
the Adobe Reader and working with a pdf document.

To summarize:  When I hit a submenu within a menu, I'm being put into
the submenu even when I up- or down-arrow.  this should not be
happening, and happens only after using JAWS11; after a period of use of
other applications with it.
