Well, this probably won't be popular on this list.

Jaws doesn't work very well with many flash sites.  It's hit or miss.

Try using the System Access screen reader. You can run it for free by going to
http://www.satogo.com
YOu need to enter that link from the run dialog without another screen reader running. Just follow the prompts which will be to press alt-r to run the install program. You should get prompted for that twice.

It does a much better job of identifying flash content. If you land on any edit boxes, be advised that it doesn't have "forms mode" like Jaws, it acts as Jaws 11 does if you have it turn forms mode on immediately. When you land in an edit box, any keystroke will be typed there unless you navigate away with an arrow key.

Hopefully, the folks at F.S. will improve flash access with Jaws. But, it might be an issue of video hooks, because Win-Eyes has the same degree of difficulty with flash content. System Access doesn't use the video intercepts.

Take my advice, I don't use it anyway.

Does anyone know how I can use the keyboard alone to navigate a Flash

I want to test if a Flash site is accessible and I can tab to links but I

In a non-flash website (i.e. html website), I would use the tab key to tab
between page elements and then use the arrow keys to get to sub-menus within
a navigation menu.
