I got the guy to call his ISP directly. All I had to do was change out going 
to mail. I changed the in coming as well to mail although it was working on 
pop but that's what their tech person said to do so who am I to argue with a 
provider.

Try setting pop port from 25 to 587. Most are going to that port to
stop spam bouncing.
