no it is not.
i have windows 7 and windows live messenger 2011 does not do tht.
that's why i got away from it.

if you  sign into windows live messenger,

you should be signed in until you  decide to sign out.

if you alt+f4 from the main messenger window, the  program still is running 
in your system tray.
