hello there;
try the following;
1, create new message in windows live mail;
2, alt+v=view;
3, up arrow and enter on,
CC and BCC
now, when you create message, you should see both CC and BCC fields.

I do control n for a new message and then shift tab twice to the hide cc
and
bcc which is a check box use space bar to select and away you go!
