no. I have a 3RD gen iPod touch and it has voiceOver builtin.
but, the 16 GB is the second gen.
Their is no 16 GB 3RD jen.
The 3RD gen units are 32 and 64 GB only.
and their is a 4Th jen.

You can only enable voice over on the 4th gen iPod Touches. The third genn you have to down load it to the iPod and then enable it. A look at the apple page can give you more info on the iPod you have at hand, because each one and size is limited in voice over features.

Then for some reason the Apple Mobile Service wouldn't start but I now have that resolved. I haven't discovered how to enable the Voiceover.
