Ok, there are two ways to get there in windows7. Sometimes win7 can have fits on connections.
Your right it is network and sharing center.
Now in there you can see if manage wireless network connections has your connection listed. If does then all you have to do is click on it and it will connect if info is correct.
The second way is also easy. That is setup wireless or network connection.
That brings up a wizard. Just chose Internet, wireless and a list will come up. Chose your network of choice and click on it. Again if all info correct it will. If not then it will ask.
See win7 is smart, but times can be a dumb and stubborn as a mule.

I went to the system tray. I arrowed down to where I would usually find my
network. In the new place where I was, my auto dealership,I entered where it
said, network available. I then entered and  entered again on Open network
sharing center. I then arrowed down to the link where I found my choices.

I didn't take accurate notes while I was there. I was able to successfully
connect, but when I turned off my internet on my laptop, I had to follow
this process again.

I don't usually go away from home and connect to another WFI provider, but I
just want to have the process down if I do.
