Go to local folders. One step up from the inbox. Or open local folders

Hi All,
I am trying to create message rules. I can do that successfully, however
when I create new folders they seem to always be withing folders such as
within the inbox so if I close inbox the folders disappear or they if I
put them at the end will go under the junk folder and be within that
folder. How do I get it so that they are there own separted thing like
inbox outbox and are not part of on of these folders and they are not
underneath any of these. Sorry, if this doesn't make sense. I don't know
how to explain it.
