last I saw publisher is not jaws compatible

Hi, I wonder if anyone can help me, I go to sites that have the annoying
popup that asks me if I want to install publisher. The popup blocker
turned way up doesn't make it quit. So first is there a way I can make
these not come up or what is publisher and is it accessible with JAWS?
