Not true, there are some notebooks that do allow you to turn off the display entirely. My older Averatec for example used function key with f3 to toggle the display off and on; while the f4 and f5 adjusted the brightness.

Here is a link to a small utility that will turn off the display on a laptop when you run the executable file. The problem for us is that when you hit any key after that, it turns it back on. Other manufacturers may have a similar command implemented with their function key, you'd need to check their documentation.

With laptops or netbooks. That can't be done. You can turn down the display but not off. Unlike with mac's and there screen curtain. they just don't have that function. Also no pc screen reader has that function.
