Here is another note I have plagiarized / Stolen!  Thank you Richard Q.

While in Outlook Express, do the following:
1. go to the file menu, and select identities, press enter
2. from the resulting sub-menu, select manage identities, and press enter.
3. in the resulting dialogue, select the identity you want to password
protect, with the arrow keys.
4. once you have it selected, tab to the properties button, and spacebar
that.
5. in the resulting dialogue, the first bvox is the name of the identity, so
tab once to the require a password checkbox, and spacebar to check it.
6. once you have checked the box, you will immediately be placed in the
password field, so enter your password, and tab once , and enter it again.
now just follow the prompts, and okay your way out of the dialogues.
You are done.
